to correct one thing mr. adams just said, the current code does not provides that if you are doing a tax-exempt project you are not subject to the inclusionary housing program at all. the ordinance that you will hear in your next item puts the tax exemption projects back within the rubric and provides an exemption to what mr. adams stated. gemly you are not allowed to use subsidized units for your inclusionary units unless you are a california debt limit allocation project using 4% credits. so that will be in your next all right, but it's also reflected in this new procedures manual. so it's a small technicality, but for some projects, you will be able to have a slight subsidy, but you have to provide more units at deeper affordable. >> commissioner borden? >> i wanted to thank you -- i was one of the commissioners who asked for a lot of this data and i do hope that you work more around the issue that you talk you ed about. it seems like that fica score issue would be a problem and i understand it could be a problem with public housing as well and that is something that we need to b

on the front bench? thank you. >> thank you, mr. speaker. my name is adam,. first off, i want to ask a conference on wednesday all about the topic. the people we sat around the table with directly told me that they wanted a -- this sort of topic would be controlled and best for everybody if it was a national sentiment if everybody was to be learning the same thing. that way someone won't be learning one thing about sex education and another might be learning about everything differently. i ask people for examples, only a third of the people in that room put up their hand and said they knew what it was. so, two lead persons who were opposing this motion, as i've said directly, i did speak to them and speak with my constituency and came back and said they would like it, the national priority, and they believe a, as you put is, guide for life would help people. we don't get born knowing exactly what things are, and it's up to member to tell us how to do it. and if it was set out, the same thing for everybody, then i think there would be less problems in this society. thank you. >> okay.

, thank you. of course, ranking member adam smith. i rise today, mr. speaker, in support of the conference report for h.r. 4310. this defense bill conference report works to ensure there are men and women in uniform are well trained and equipped through the authorization of 176 billion dollars in operation and maintenance funding, plus $6 billion for overseas operations, including afghanistan. the conferees have restored 77 aircraft and 3,313 people to the air force's force structure, mostly in the air national guard and the air force reserve, to ensure adequate resources are available to the states and the territories to respond to mobilization, homeland defense and disaster assistance missions. i am personally pleased that the conferees did not allow the retirement of block 30 global hawks, which provide critical i.s.r. capability. i am particularly pleased that the conference report authorizes the secretary of defense to establish a program to provide space available transportation to active service members. while i am disappointed that the conferees authorized percentage reduction in
